Apparently this is common on large aggressive 4x4 remoulds. Test fitted one rear wheel to the buggy to check clearance. Ordered a stack of parts from VW Heritage & SSP. Figured out why off-side arm won't come off; metal sleeve inside rubber bush is seized to the pivot bolt so that the sleeve is rotating in the rubber, rather than the pivot bolt rotating in the sleeve.
